Salt Lake Herald, September 19, 1903

Gifford Pinchot highlighted two articles in the September 19, 1903, edition of the Salt Lake Herald. The first, “Modify the Land Laws Is Congress’ Decision,” describes the debates and resolutions of the National Irrigation Congress held in Ogden, Utah. The fiercest debate was over a proposed resolution that favored the repeal of the timber and stone act, the desert land act, and the commutation clause of the homestead law. Instead, the Congress resolved to press for “modifications in raid laws as will save the remaining public lands for actual settlers who will found homes and live upon said lands.” The second article, “Resolutions That Were Acted On By Congress,” summarizes the various issues that were discussed in the National Irrigation Congress.

Wall Street journal, vol. XLIL, no. 36

Copy of the August 8, 1903, edition of the Wall Street Journal. The lead article is “Review and Outlook: Prices and Publicity” and the thesis is that policies forcing corporations to be open and aboveboard about their inner dealings did not cause the fall in prices in the security market, and that those who say otherwise are enemies of President Roosevelt. The second article is about the rights of common stock holders. The third is about the Merchant Marines, and the fourth is about U.S. Steel. There are also articles on the bond market, and various commodities and their markets, and guides to values of railroad shares.

In a highlighted article titled “The President and the Negro,” Albert Shaw expresses his concern that President Roosevelt has neglected to hire a fair amount of negro federal officials: “President Roosevelt has made about eighty appointments of federal office holders in the State of North Carolina, of whom only one has been a negro.” The exception has been William Demos Crum, who was up for confirmation as collector of the port at Charleston. Crum’s confirmation was challenged by two Senators who attempted to adopt regulations that would prevent him from serving in the post.
