Letter from Theodore Roosevelt to Erving Winslow

Theodore Roosevelt will not appeal to President Wilson as he feels this would influence Wilson to do the reverse of what Roosevelt suggests. Roosevelt believes that Wilson is favoring Germany in order to secure the German American vote and because Wilson is afraid of Germany.
