President Roosevelt sends the Interstate Commerce Commission a copy of a letter Secretary of the Treasury George B. Cortelyou received from the Board of Awards of Contracts. A proposed schedule of miscellaneous supplies prepared by the Board was also included. The Executive Departments will arrange to purchase supplies in accordance with the directions from the Board, and Roosevelt directs the Interstate Commerce Commission that supplies for the Commission should be purchased in the same manner.

Roosevelt thinks some rates might need to be raised, but others night be too high already. He asks if the members of the commission feel it might be wise to unofficially announce that there will be an investigation into whether a raise is necessary, so that those who want a raise might consider carefully before taking action.

It states that communications from heads of departments, executive officers, or similar positions should only be sent directly to the Senate when required by law. Otherwise, they should be transmitted to the Senate by the president. Roosevelt instructs them to act accordingly.

The author of this letter has received complaints from several southern people of color that they are not receiving the accommodations they are entitled to during travel on the railroads. The Interstate Commerce Commission has previously ruled that there is nothing in the laws of states that prohibits separate accommodations so long as they are exactly equal, but the complaints frequently state that these separate cars are frequently dirtier, lacking amenities, and are more difficult to access. The author asks the commission to investigate these claims and make the necessary changes to ensure equal treatment. Appended pages at the end suggest adding a paragraph to the letter pointing out that while the commission has worked to make sure there is no discrimination in the transportation of freight, it should be even more careful in preventing discrimination in the transportation of passengers.
