Japanese Minister for Foreign Affairs Jutarō Komura telegraphs Japanese Ambassador Baron Kogoro Takahira regarding the efforts of the Japanese Imperial government to restrict emigration pursuant to the Gentlemen’s Agreement with the United States government. The government is monitoring the issuing of passports much more closely, and while there is still substantial Japanese traffic between Japan and the United States, much of this is from non-laborers, women, and tourists. Additionally, many Japanese return to Japan from the United States every month as well.

Japanese Minister of Foreign Affairs Komura informs Kogoro Takahira of the Japanese Legation in Washington, D.C., that the Japanese fleet engaged the Russian fleet on May 27 through May 28. Initial reports are that the Russian side lost several battleships and cruisers, but that Japanese damage appears to only be very slight. It will take several days before the final result can be announced, so until that time the information should remain secret.

This note summarizes a telegram received from Japanese Minister for Foreign Affairs Komura relating the results of the Battle of Tsushima. Many Russian ships were sunk, while all the Japanese battleships and cruisers are still in action. The note also directs Japanese Ambassador Takahira to inform President Roosevelt of the report, but to keep the information secret until the publication of the official report.

Jutaro¯ Komura discusses the situation concerning the Russian vessel of war Askold being repaired at the port of Shanghai. When it was discovered that the repairs would restore fighting power to the vessel, the Japanese Consul General at Shanghai warned the Taotai that the repairs were in violation of neutral obligations and requested that the necessary repairs to make the vessel seaworthy be completed within two days. The Taotai replied that they had brought these demands to the Russian Consul but that the captain refused to leave the port or dismantle the vessel. However, the Chinese Government agreed to make demands upon the Russian minister and instruct the Taotai.

The international character of the Shanghai port is taken into consideration. Minister Komura asks Baron Takahira to notify the Taotai of the instructions and report on the results.
