It has been made an amendment to the agricultural bill, and Roosevelt hopes that Representative Scott can help it pass. He invites Scott to stop in and see him if he has any doubts.

President Roosevelt tells Congressman Charles F. Scott that it is foolishness to expect for the United States to put on a good exhibit without providing the money to pay for it. He asks why Scott contacted him about a bill that can only be amended in Congress. He has been meeting with Congressmen about the bill, but urges Scott to see the members of the committee himself.
