Secretary of the Navy Bonaparte responds to an article by John Revelstoke Rathom, editor of the Providence Journal, in which Rathom expresses disbelief that neither Bonaparte nor President Roosevelt could dismiss an officer of the Naval Pay Corps who was convicted of disgraceful conduct by court-martial. Bonaparte asks that Rathom share with his readers the text of Article 36 of the Articles of the Government of the Navy which details that during peace time no officer is to be dismissed except by the sentencing of a court-martial, which was not the punishment in this case.
