Although people believe in “the integrity, courage and ability” of Judge Parker, “no one believes that he can rise higher than the average of his partisans,” who “represent every shade of commercial, financial and tariff views.” Payne notes that the Republicans gained influence in Indiana when the rural delivery service was instituted.
