Leupp get a position at either the United States Naval Academy or the United States Military Academy. Roosevelt believes he will have more luck getting him into the Naval Academy, but because there are many applicants for every vacancy, he is unsure he will be able to help.

Lewin proposes that when a public utility is placed under a receivership, the United States Attorney be given notice of this decision and allowed to nominate one of the receivers. Lewin connects this request with his experience as counsel for the estate of Dr. E. Oliver Belt, who was killed in a train crash.

Father Anselm Weber notified him that the Indian Rights Association was protesting about Leupp and Superintendent William T. Shelton about their actions against Navajos that resulted in several being killed. Williard explains that he has become involved because he believes that he is responsible for the matter, and he defends the choices he made that resulted in the deaths.
