President Roosevelt regrets to tell Senator Johnson that he must dismiss Midshipman James M. Haralson from the Naval Academy in light of his use of foul language against his superior without provocation.

President Roosevelt has received Senator Johnston’s letter seeking the appointment of his son, William Hooper Johnston, as Secretary to the Commissioners General of the United States at the Japan-British Exhibition. Roosevelt has sent the letter to Secretary of State Elihu Root to see what can be done, and notes that this application will receive “very careful consideration.”

President Roosevelt received Senator Johnston’s letter recommending the appointment of Robert L. Bullard, Jr. for the 1909 list of principals. Unfortunately, Roosevelt has selected all seven principals, and his alternate list already has fourteen names. He cannot put Bullard down as a candidate.
