Letter from Theodore Roosevelt to Walker D. Hines
President Roosevelt tells Walker D. Hines that the more he thinks about the plan for railroad rates that Hines and Victor Morawetz suggested, the less he likes it. It is not as good as Senator Joseph Benson Foraker’s bill, and Roosevelt believes that Foraker’s bill is worse than the existing law.
