Indian Affairs Commissioner Leupp refutes Civil Service Commission President John Charles Black’s assertion that allowing an Indian student to fill a non-competitive messenger position in the Bureau of Indian Affairs is against the civil service code and would lead to non-competitive hiring of unqualified people. Leupp tells Secretary of the Interior Garfield that he believes that placing a student from one of the Indian schools in the messenger position would encourage him to better himself and work to achieve promotion to more competitive roles, thus helping integrate into white society.

Methodist minister James D. Gillilan believes that political appointments have been influenced by a powerful official in the Mormon Church. He informs Secretary of the Interior Garfield that the appointee for the La Grande, Oregon land office, Franklin C. Bramwell, is the son of the president of the Mormon Church “‘state,'” and therefore a “stick in the nostrils of the law abiding element.”

Willis Sweet sends Secretary of the Interior Garfield a copy of the statements he collected as evidence for his article in the Porto Rico Review pertaining to controversial comments made by Governor of Puerto Rico Regis Henri Post. It is well known that any public official in Puerto Rico caught divulging information about the comments will be immediately let go, so Sweet asks for Garfield and President Roosevelt to ensure that the witness not suffer retribution for coming forward with a statement. Sweet stands by the content of the article, asserting he had not exaggerated any of its details and had in fact downplayed several details.
