President Roosevelt hopes Porto Rico Commissioner of the Interior Elliot will stay in his position. However, if he does leave, Roosevelt asks Elliot to give him advanced notice. He wants Laurence H. Grahame to succeed Elliot unless someone else is more qualified.

Assistant Secretary of the Navy Roosevelt wrote to Mayor William Lafayette Strong endorsing Rufus P. Livermore as John S. Elliott requested, even though he already endorsed three other men for the position of police magistrate. He finds his work congenial but does have to strive not to be disheartened.
