President Roosevelt has received Ambassador Conger’s letter of resignation, to take effect October 18, 1905, and accepts it. He thanks Conger for the work he has done in his various ambassadorial postings, and wishes him luck for his future.

President Roosevelt read the dispatch from Ambassador Conger, and asks him to express his appreciation to the Emperor for the suggestions, assurances, and “continued and powerful support” of the open-door policy with China.

President Roosevelt informs Minister to China Conger he is appointing him Ambassador to Mexico immediately after March 4 so that Conger can finish his diplomatic career with the highest title in the service. Conger is to serve in Mexico for six months after which Roosevelt will appoint another man whom the president has already told about this arrangement.
