He feels the civil service exams are not infallible but do serve as a good measure of a candidate’s aptitude.

President Roosevelt was speaking yesterday with Secretary of State Elihu Root along the same lines as Frank Swett Black wrote in his recent letter. He believes that “there is a perfect epidemic for investigating everything” and accepting accusations as proof. Roosevelt says he will try to prevent any kind of investigation that tends to unsettle business or which might cause a panic.
