William Howell is able to send Major Barry a copy of the Naval Register, but is unable to send a copy of Navy Regulations due to the limited number. Howell informs Barry Assistant Secretary of the Navy Roosevelt will send a copy of the Navy Regulations when he returns if it is possible for him to do so.
