Theodore Roosevelt’s secretary explains to Louis L. Arnold that if Roosevelt had the time, he would gladly take advantage of the opportunity to state his position in an article as Arnold suggests. Since Roosevelt is preparing for a speaking tour that begins next month, this is physically impossible for him to do.
