William J. Tilghman has not seen Theodore Roosevelt write on the subject of conserving human life since his last letter. He presumes Roosevelt is “very busy,” but the death rate still continues. Tilghman hopes Roosevelt will take up the matter as soon as possible since his voice will do more for the cause than those “from tens of thousand other men.”
