Richard R. Sibson would like to bring to the attention of Theodore Roosevelt his ideas on pensions for men who work for corporations doing interstate business, such as coal miners, railroad workers, and public works employees. Sibson proposes these men should be given $10 a month after they have worked over 20 years and are of at least 60 years of age. Sibson inquires Roosevelt’s help because he does not have a vast knowledge of constitutional law.
