An article in a Brazilian newspaper stated that members of the Brazilian Embassy said that Rear Admiral Evans’s rank was unfitting of the fleet stationed in the harbor. Ambassador Nabuco assures William Loeb that this is a falsehood and that the Embassy would never make such an unfavorable comment about President Roosevelt’s appointments.
