Telegram from Elihu Root to Theodore Roosevelt

Secretary of State Root sends President Roosevelt a coded message in which he agrees to give a speech. He asks, however, that he have at least ten days to get familiar with the situation and into the spirit of the campaign, as his mind as well as his body have been in South America.
