Chairman Martin A. Knapp acknowledges President Roosevelt’s letter regarding the investigation the Interstate Commerce Commission is undertaking. Knapp wishes to inform Roosevelt about certain facts that the Commission “cannot ignore,” mainly the circumstances by which the Kansas City inquiry began.
