Hermann Speck von Sternburg apologizes for the misunderstandings concerning the ports of Morocco. Sternburg states Germany would like to have a conference in order to peacefully settle the problems in Morocco and appreciates President Roosevelt’s idea of cooperation between the French and Spanish officers in each port.
