Civil Service Commissioner Cooley writes President Roosevelt to discuss Mayhew Wainwright announcing his candidacy for the speaker of the New York State Assembly. Cooley asks Roosevelt to speak of this with Governor Frank Wayland Higgins when Higgins comes by later that day.
