Ambassador Meyer writes to President Roosevelt how Meyer personally delivered Roosevelt’s proposition for a meeting between Japan and Russia to negotiate peace to Emperor Nicholas. Meyer outlines his efforts to convince the Emperor that negotiations were necessary, which the Emperor accepted.
