A writer who signs their initials “M. B. H.” asks Lyman Abbott to present his idea to President Roosevelt, to publish in a single issue of The Outlook a brief history of the first Hague Conference and communications from the President of the United States, the Emperor of Germany, the King of England, and the President of France regarding the second meeting of the Hague International Conference. The information would be given simultaneously to the United Press. The writer thinks this would be the “most impressive and the most influential utterance in favor of the great cause of arbitration…ever…issued.”
