Secretary of the Treasury Shaw submits the reasons why Captain Worth G. Ross has been selected for the position of Chief of the Division of Revenue Cutter Service. Shaw believes that the same jealousy that exists between West Point graduates and volunteer officers also exists between cadet graduates and older officers of the Revenue Cutter Service, and he deems it very important that the Chief should have cadet experience.
