Assistant Secretary of State Loomis sends William Loeb a memorandum about the San Domingo situation that was written by Professor J. B. Moore. He states that it would be beneficial for the President to read the document. Along with this memorandum he is sending another one from Professor Moore about the Arbitration Commission.
