The United States’ “portentous defeat commercially in South America, Oceania and Asia” is detailed. Bolce argues that the U.S. has not managed to dominate markets on the Atlantic side of South America; therefore, he does not agree that the Panama Canal will guarantee trade success in Pacific markets.
