Senator Scott of West Virginia has learned that Judge Charles Bowen Howry is in ill health, and urges President Roosevelt to remember ex-Governor of West Virginia George W. Atkinson as a candidate if he needs to nominate a replacement. Scott will pay his respects to Roosevelt in person later, as he is too hurried during his present trip.
