Governor Guild writes to President Roosevelt about Roger Merrill, a candidate for appointment to the Artillery Corps. Guild expresses his opinion that Merrill would be a good addition to the Corps, but notes that his application cannot be found at the War Department and wonders if it was submitted to Roosevelt. Guild goes on to discuss changes in the Republican and Democratic parties and his hopes that the election will be successful for the Republicans.
