The assistant counsel for the Havana Tobacco Company writes to Secretary of the Treasury Shaw to argue against the proposed change in customs stamps for imported cigars. He claims that the new stamp will be so small and inconspicuous that consumers will be unable to tell domestic from imported cigars, and that as a company that makes and imports Cuban cigars, their business will be hurt.
