Recent letters have confirmed that Ambassador Herbert Wolcott Bowen has fallen out of favor in Venezuela. Assistant Secretary of State Loomis would like to ask President Roosevelt about transferring Irving B. Dudley, the minister of Peru, to Venezuela and sending Bowen to Peru.
