Secretary of War Root presents information on the case of Lieutenant Colonel Samuel L. Woodward. Woodward does not retire until October 28, 1904, and cannot be promoted “without giving him two steps.” Root suggests that Woodward’s case be taken up during next summer’s vacancies.
