Jerome encloses a copy of Warren Mills’s Republican Club speech and writes of Ohio General Charles Dick’s introduction of a resolution regarding apportionment in proportion to active vote. Jerome mentions Senator Marcus Alonzo Hanna’s positive attitude toward this movement.
