Governor General of the Philippines Taft forwards a petition from residents of Negros Occidental requesting the expulsion of Catholic friar Melchior Ardanas. He requests that Governor Locsin y Rama explain to the petitioners that the civil government does not have the power to expel religious ministers and that the petition should be addressed to the Apostolic Delegate in the Philippines.
