John M. Runk requests President Roosevelt’s opinion on a proposal in Pennsylvania for a Resident Hunters License that Runk argues would primarily hurt poor men and farmers. In particular, he criticizes the Game Commission and the Game Wardens they have selected as well as the danger of private preserves being developed.
