Lord Lansdowne has requested an answer from Canadian Prime Minister Wilfred Laurier regarding the International Waterways Commission. There has been a delay because of a desire to consult the Canadian cabinet. There is no anticipation of rejection on the part of Britain. Ambassador Choate is leaving the next day after this cipher telegram.
