Ambassador Choate has been unable to acquire an answer from Great Britain regarding the International Harbor Commission because Great Britain is waiting for a response from Canada. Choate had a meeting with Lord Lansdowne regarding the situation and received an apology for the delay and information via Canadian Prime Minister Wilfred Laurier that it was unlikely that Britain would oppose the deal.
