Captain Cowles sends President Roosevelt the papers related to the case he asked about. He suggests that Roosevelt read the recent issue of the Naval Institute Proceedings, which includes a discussion of sails versus steam in naval training. Cowles will send the Proceedings in future, if the President is not already receiving it. Cowles also comments on the renovations that are underway at the White House.
