Vice President Roosevelt thanks William E. Carroll for writing. He regrets that he cannot fulfill Carroll’s favor because “the condition of the affairs” gives him no power to interfere. Roosevelt advises Carroll to take his charges directly to the Postmaster General who he is sure would give him a proper hearing.
