Hector Munro Ferguson was not sure whether a past matter was something to congratulate Theodore Roosevelt about or something that deserved condolences – perhaps referring to Roosevelt’s becoming Vice President – but continues to wish him luck in either case. Ferguson remembers Roosevelt’s family and his time visiting Harvard, and hopes to go there again. He does not follow the argument of Richard Harding Davis’s article in Scribner’s magazine. Ferguson also comments on the Boer War and the conduct of the British in South Africa.
