Genna Rollins describes the ceremonies surrounding the conferring of the 2004 Theodore Roosevelt Police Award for the Washington, D.C., area to Detective Kyle Olinger of the Montgomery County, Maryland, Police Department. Rollins describes the shooting, subsequent paralysis, and eventual return to duty of Olinger. Rollins highlights some of the speakers and dignitaries present at the ceremony.
