Secretary of the Treasury Shaw notifies President Roosevelt that call money has been commanding a high rate of interest for nearly two weeks, but it dropped significantly today. Shaw encloses a letter he gave out, and tells Roosevelt that he believes this is evidence of a manipulated market.
