Theodore Roosevelt praises the citizens of Idaho, especially what they have done with water. He goes on to say that the success of the U.S. government depends on the average citizen being a “decent man.” In foreign policy decisions, Roosevelt believes that the U.S. must show the same kind of qualities that a “strong and self-respecting man” shows in his own life.
