George B. Cortelyou returns a note and enclosures to police superintendent Richard Sylvester and responds. The writer of the letter in question left a package in the East Room that contained a flag, hammer, and tacks. In a further letter to Roosevelt, she explained that she left the flag because of difficulty in finding another way to deliver it.
