Theodore Roosevelt’s secretary encloses a letter from Joseph W. Holley, who has volunteered to address meetings of African Americans in the following months. The secretary requests that Henry F. Cochems forward the letter to Oscar K. Davis so that he can note the invitation for Roosevelt to speak in Georgia.
