Theodore Roosevelt’s secretary informs F. A. Chapman that it is not in accordance with the law for congressmen to give out the sort of campaign literature mentioned by Chapman, but several have done so anyway in the recent campaign. It is difficult to know what to do in this case, but Ohio did splendidly.
