Theodore Roosevelt tells Edwin Gordon Lawrence that Empress Catherine, while no model of private behavior, was not nearly as bad as Louis XV and “no worse than Frederick the Great.” Roosevelt believes her contemporary Maria Theresa surpassed them all stating, “the women were ahead of the men!”
