Theodore Roosevelt assures former Rough Rider Charles C. Bull that he will definitely be included if there is a war. Roosevelt thinks Bull’s article is “of great interest and importance,” but it cannot be published without including at least Bull’s name, and preferably the Goelet’s names as well.
