Theodore Roosevelt appreciates what Benjamin F. Cator says in his telegram, but feels that if the speech he gave is not influential than an ordinary statement will not be either. Roosevelt believes a statement that calls attention to what has been done in Plattsburgh and is signed by fifty or a hundred men like Cator would be much more effective.
